Visionary master planners are being invited to lead development of Western Australia's first master-planned carbon neutral community at Alkimos, 40km north of Perth.
Acting Planning and Infrastructure Minister Jon Ford said the State Government was seeking Expressions of Interest (EOI) for a design principal to establish high-level design principles for the project and oversee the detailed planning process.
"The design principal must be able to lead the project team in the creation of the first local structure plan at Alkimos, which covers 315ha of the overall 2,660ha project area," Mr Ford said.
"We are looking for a consultant or consultant team with outstanding design credentials, ranging from architectural design through to the creation of city, town, urban and suburban precincts."
The State Government unveiled plans for Alkimos, which will set new standards in reduction of greenhouse gases, in June this year.
Alkimos will be the largest coastal development in Perth for more than 50 years and will feature energy-efficient designs that will be embedded in planning for the area.
The local structure plan is being developed by the Government's agency LandCorp, in partnership with Alkimos Development Pty Ltd on behalf of landowners. It will form part of a series of plans for the Alkimos project area.
Alkimos will ultimately become a self-sustaining community with a predicted population of about 60,000 residents over 25 years. It will have a regional town centre, a coastal village and residential areas, integrating best practice social, economic and environmental design elements.
Wanneroo MLA Dianne Guise said it was exciting to see that the State Government and its partners were thinking long-term when implementing the new design for the township.
"I am hoping that Alkimos will become a shining example of sustainable town planning and serve as a model for other areas in the future," Ms Guise said
"Planning Alkimos' sustainability will have many positive flow-on effects for the Wanneroo region for years to come."
The EOI follows an agreement between the Government and private developers to fund the extension of Marmion Avenue from Butler to Yanchep.
The extension will be managed and pre-funded by Capricorn Village Joint Venture and repaid by the Alkimos project partners, including LandCorp, which will contribute approximately $4.5million to the project on behalf of the State Government.
Mr Ford said that the Marmion Avenue extension agreement was a vital step to provide for growth in Perth's rapidly expanding north-west corridor.
"In particular, it will service the Alkimos area through to Yanchep, providing a range of new development opportunities," he said.
The design principal EOI closes on Wednesday, October 3.
